Asylum: No firm resettlement in Russia

Asylum from Azerbaijan/Russia - the 9th Circuit Court of Appeals overturned denials by the Immigration Judge and the BIA, and held that the client who fled from Azerbaijan to Russia and who lived there for 8 years had not firmly resettled in Russia, due to persecution suffered through attacks by nationalists, insults and inaction from the police, and inability to obtain a propiska, job, or housing.
